Hooked for Life One Step at a Time Shawl PDF

As the title says, this shawl is made one stepped section at a time. The foundation chain is at the bottom of the shawl and two pattern blocks wide – adding chains at the beginning and the end of the row once per repeat adds both width and height. The stair step edges are an unusual variation on a traditional triangular shawl shape.

Finished Size: 64” x 23” at center back
Yarn: 5 balls Rowan Baby Merino Silk DK
Yardage: approx. 600 yards DK weight yarn (pattern says sport weight but the discontinued yarn suggested is DK)
Hook: US G/6 (4.00mm)
Gauge: 13 sts and 7 rows = 4” in pattern stitch, after blocking

I am having trouble with row 6. After I chain 18 (21), instructions say to go to next ch 2. That leaves a big loop without the 3 shells needed. However, if I repeat row 1 (not called for), that puts me a level higher at the other end. I've taken out rows several times. Any help would be appreciated. I can't find corrections without paying $5. I am using the pattern in "Crocheted Prayer Shawl Companion" 2010.
