Worked from the center out, this shawl/blanket starts with a circular cast on using dpns. The initial 20 rnds are worked solely from the increase chart with markers separating the 4 separate sections. On Rnd 23 the increases shift to the garter st section and the cable pattern is worked evenly for the remainder of the piece. The first rnd of the border section has a hidden increase in the garter st area to create the correct stitch multiple for the ribbing section.
Round 3 has been updated to read:

Note: If you do not wish to use the Long-Tail Tubular CO, CO 96 (112, 128) sts using the middle-size circ needle and your preferred CO technique. Join to work in the rnd, and pm to indicate beg-of-rnd. Proceed with the brim directions a **.
Long Tail Tubular Cast-On:
Using smallest circ needle, CO 96 (112, 128) sts as foll:
Using a long tail as you would for a Long-Tail CO, make a slipknot on needle (this is the first st). Hold the needle in your right hand and hold the yarn and the tail with your left hand. Position your left thumb and index finger between the two strands, as you would for a long tail cast-on, and put the tail next to your thumb.
Next St (purl st): Swing the needle away from you over both strands, swing it back toward you underneath both strands, up to capture the front strand, and pull the front strand under the back strand to make a purl st loop on the needle.
Next St (knit st): Swing the needle toward you, underneath the front strand (on your thumb), then swing the needle back up between the strands and over the top of the back strand (on your index finger) to capture it and bring it underneath the front strand to make a knit st loop on the needle.
Alternate purl and knit sts in this manner until 96 (112, 128) sts have been CO, ending with a purl st. To secure the last st on the needle, twist the tail around the working yarn a couple times. Turn work.
Continue to the foundation rows.

This m will be used to help pull on this st, much like a drawstring, to tighten all of the picked up sts around the armhole as needed (these sts tend to be loose), so it is important to make sure it is in a st in the FIRST rnd of sts picked up around the armhole.
Next Row (RS): Knit to wrapped st, work wrap tog with wrapped st, remove m, k3 (4, 5, 6) (7, 8, 9), place removable m in picked-up st at center of underarm (st just below last st worked), pm for beg of rnd. Note: leave removable m in place until sleeves are complete.
